who's car this piece of sheetmetal came from?

I bought it off ebay. The seller claimed it was from Andy Santerre's shop. But I emailed Sue Santerre and she said this never came from their shop. I was lucky enough to get a full refund from the seller, but I still have no idea who's car this is from. Any thoughts?

That scheme looks like the MBNA scheme Gibbs ran in Busch for a while, and Hershall McGriff ran the #04 with that scheme in Winston West...Other then that, I don't know...Hope that helps.
